Chapel Internet Approved by Kentucky PSC as a
Public Phone Company

Richmond – (June 15, 1999) Chapel Services Inc., today announced that the
Kentucky Public Service Commission has approved it to operate as a CLEC
(Competitive Local Exchange Carrier) in Kentucky. Chapel has two applications
pending approval by the Commissions of the States of Georgia and Florida.

The approval of Chapel’s application and tariff allows Chapel to operate as
a Facilities-Based Carrier of Telecommunications Services throughout the state
of Kentucky, and will enable it, with its Chapel Communications, subsidiary,
to provide greater Internet access speeds at better prices.

Chapel Services Inc. recently announced that it would begin the build out of
it switching facility in Richmond, KY as well as the completion of its wireless
high speed backbone circuit. This build out will enable Chapel to provide high
speed Internet access, e-Commerce capabilities, local and long distance telephone
service to residential and small business customers.

Contributing to the Chapel Network is a series of collaborative
strategic partnerships and alliances with e-Commerce solutions providers, backbone
providers, and regional CLECS. Chapel currently has peering, agent, resale or
wholesale arrangements with UUNet, PSI networks, BellSouth and Covad, Powertel and others. These partnerships allow Chapel to service 95% of the existing US market
with dial access DSL high speed lines, PCS Cell phone service, as well as Chapel’s
core market, Commercial Web Hosting.
